Gentleman Ghost was a Golden Age villain who went up against Hawkman a lot, wasn't he?
Have you any dreams you'd like to sell?The Golden Age introduced many of the iconic rogues: Hugo Strange, Joker, Catwoman, Clayface I, Penguin, Scarecrow, Two-Face, Mad Hatter, Riddler, Deadshot, Killer Moth, and Firefly.
Seriously, if you were to go out and ask people to name a Batman villain odds are they will name a Golden Age character.
The Silver Age still gave us Mr. Freeze (though it was BTAS that gave him his iconic character), Poison Ivy, and the powers Clayface would be better known for.
EDIT: According to the guy who made the above list, on his Bronze Age list Gentleman Ghost didn't start going after Batman till the 70's (same with Solomon Grundy).

Yeah, looked it up, and Gentleman Ghost has historically been a Hawkman villain. He has a grudge against one of Hawkman's past lives that prevents him from going into the afterlife or something, and he's weak against nth metal, which Hawkman and Hawkgirl use quite a bit.

Bats and Hawk also share C-Lister Kite-Man. TBH I kind of feel Kite-Man works better as a Hawk villain since you could say he's trying to match Hawk's ability to fly with his own.

A lot of shots in the TV spots and trailers I've seen has Lego!Bruce reheating microwave Lego chicken for dinner. Now I'm kinda curious to see what it looks like from the inside of the microwave as Lego food is heated. Are there tiny Lego sparks that dart around the microwave, causing the little plate to rotate?

Back on-topic, yes many Batman Villains are silly, but they were created on the Silver Age of comics, it is to be expected. They still may or may not be competent, Depending on the Writer. And yes, The Joker may be his most popular enemy but he's far from his true nemesis (that would be Ra's Al Ghul.)
