nyo ho hoWhat cutscenes are you talking about, why would them being pre-generated matter, and are you mixing "pre-generated" content up with procedurally-generated content? Because the two have about as much to do with one another as peanut butter and Saturn.
As far as graphics goes, there's no real reason they should matter, and as far as gameplay goes it looks like it's intended to be an exploration sim and nothing more.
I'm not a fan of the game (all I know about it is from this thread), but the criticisms you're making sound like somebody complaining that Clerks had crappy special effects and no action scenes.

Normally I'd trust this site to give a very fair and intelligent first look at a new game or whatnot, especially a product that allows you to create your own world. But the reaction, especially on the VGX page is kinda... off, if not distressing. Are they not catching something with the description, or did Minecraft piss off some of you guys or what?!

Join my forum game!It doesn't look that graphically intensive, and smart programming should allow the developers to get the most out of this game at the least processing cost for average PCs.
Of course, if your PC is good enough it can probably play this with Crysis-like graphics once modders get their hands on it.

I wouldn't be surprised if the claims it makes are mostly true, since it's not too different from what Spore and Minecraft did.
It's also easy to let your mind run wild with possibility. Depending on the size of the planets (which will probably be small) it's not all that difficult. You load up some templates, spawn some things in them, vary the stats and you do this for several different sets. It's still a lot, but we're also dealing with Next Gen Hardware whose extent we don't fully know yet.
