I agree. Art styles tend to have a big influence on the perception of age regardless what the character ages actually are, and I would agree that the culling process had been affected negatively by misperceptions in that regard.
Actually, I was arguing something a little different: if the characters are postpubescent and are drawn fairly maturely, but the age is under 16, the series is probably not meant to appeal to pedophiles. The fact that the age is under 16 is an irrelevant detail if it doesn't affect the art style, character behavior, or anything else. Anime characters tend to be improbably young.
(And I've seen plenty of instances of people bringing up "they're under 16, but they have fanservice" for things that are not fanfics.)
If the characters are postpubescent but the art style makes the characters look young, that's the opposite. It seems to me that most of those aren't meant to appeal to pedophiles either.
(And characters under 13 aren't postpubescent, so this doesn't apply to them.)
I just checked, and we haven't voted on Arcade Gamer Fubuki. I didn't even remember the discussion about it until I clicked Pyrite's links and saw Komodin's hilarious Sonic face response. We can start a thread for it. I'll do that now.

The second one, I'm not so sure. Why design a character to look prepubescent if not only to pander to pedophiles? I really can't think of another reason. I'm not saying that every instance of a character like that will need to be cut, but it's certainly a red flag.

I know it's been done before, but the idea of sexualizing Lucky Star's art is confusing at best.
I could be wrong of course, but that's at least one example of an art style making characters look younger than they are without being pandering.

That said, since the general consensus seems to be Bleached Underpants = strong chance it will be kept, why was this cut anyway?

Is that actually true though? I've never watched Batman XXX but I know for a fact it's just a Batman-themed porno. If anything the bleached version might be a fan-edit, and I don't think we need a page for that.

'Unlucky Busty Girl' this one is a trope with the given reason for cutting as "Doesn't seem like a trope, most of the examples consist of either subversions of Buxom Is Better or have nothing to do with the breast sizes of the love interests, merely being coincidences."
I don't know any thing abut it or its worthiness as a trope (the name sounds inane to me )but that reason for cutting dose not look like a content violation to me.
That one needed to go through TRS for a cut. I agree it needs restoration, if only for the fact that tropes like that need their TRS instead of abusing the cutlist.

A girl (almost always portrayed as being a Love Interest in a work) who is gifted in the bust department who is considered to have poor luck regardless of that fact because she is passed over for someone not as gifted in chest size, meaning she ends the work passed over as a romance option.
However, I was only able to figure that out after a little examination, so It should probably go back up as a trope, just with very explicit definition.
Note: This is fairly common situation in romance centric works, enough so I'd argue it's trope worthy.
