Hm, I'll consider this as meaning class reps who actually have that as an important part of their character, otherwise you could include the likes of Kyou from Clannad.
I think I'll go with Ayatsuji from Amagami. She is quite entertaining and an admitted jerk. Jerks who don't have their jerkiness brushed over or ignored can be quite interesting.
Wasn't Chiyo-chan a class rep in her second year? And wasn't Tomo vice-rep? I think I'd pick them. The stereotypical class-rep character type doesn't really appeal to me at all; I'd rather see more varied stuff.

(Negima Second Season is pretty good if ya go into it not expecting a straight adaptation of the manga but go into it fresh or expect Studio Shaft.)
Anyway Ayaka isn't a queen bitch really she does have shades of the Steriotypical one when dealing with Asuna.
Amagami SS however really deconstructs the type hard.

There's also Anri Sonohara and Mikado Ryugamine from Durarara, although their characterization doesn't stem from them being a Class Representative.

Actually, I don't mean too much. Any deviation is enough to set people off. Not reasonable people, mind you, but people*.
Still, the real issue I have is that the concept of something being different is somehow a bad thing. It's disliking something because it's differently done, rather than done badly (and only incidentally differently), that I have an issue with. I mean, Adaptation Decay didn't use to be an inherently bad trope. I don't think it should be. I mean, people were dissing the Lot R movies because they didn't include everything, despite that including everything would mean several times longer movies, and a less interesting story as a movie, since what works on a page doesn't necessarily work on screen. (Should I leave my soapbox where it is or toss it?)

My favourite: Ayaka Yukihiro, for managing to come across as a stingy Rich Bitch while being actually a good-natured Auntie Pennybags at heart (not that she'd admit it out loud ), as well as the time-and-again proven purity of her feelings towards Negima's male lead, and her Large Hamminess, and her flaunting of her Fiction 500 fortune (for ultimately good/unselfish goals, though).
On a related note: Name the first anime/manga Class Representative-slash-Alpha Bitch that comes to your mind.
