Locking you up on radar since '09Yes. Mind you, the growth would be gradual, so while he's only bending iron at first, he'll get progressively stronger. He won't be sinking islands and doing Instant Hell Murders until he's Nomad level.

Locking you up on radar since '09@Theory on Bison's resurrection: The psycho power Bison has cultivated to the point where, even if he was killed, he can easily body surf into another ready body. This is why he had his organization, Shadowloo, to create empty clones for him. This is how he manages to reappear in Street Fight 2 and 4.
However, after Akuma killed Bison, the Dictator's soul was sent to Hell. By then, the Psycho Power was at this point at a power level where it allowed Bison's soul to crawl out of Hell itself and return to the land of the living. This, however, left Bison spiritually weakened, and if he was ever hit by Akuma's Raging Demon again, he'll be dead PERMANENTLY.

J-E-T-S JETS JETS JETS!Actually, Street Fighter II was the weakest he had been. Street Fighter IV Bison is actually slightly stronger than that, though not as strong as he was in Street Fighter Alpha.
Bison in Street Fighter Alpha is canonically on par with Gill, Oro, and Akuma, being one of the most powerful fighters in the series.
I could finish off Sektor.

@Adannor: Akuma will be aware of Bison's existence, but the same will not be true in reverse. Akuma sank the island before Super Street Fighter II Turbo, which was when he did an Instant Hell Murder on Bison, nearly killing him (it's a complicated thing as to how Bison survived). Also, the teleportation-as-Flash Step thing is exactly what I was thinking.
