So it seems one of the first bits of info to come out of the Congress is that NK will have a no first use policy on its nukes.

The Congress is still in session so more will follow, but thats the first significant thing that seems to have come out of it so far, followed by possible normalization of relations (as in, peace treaty).

They also announced their decision to expand and improve their nuclear arsenal. Can we just invade now? Anyone?

Hell maybe even "we need food and the US isn't giving in anymore, we can't beg anyone for food because we are the mighty People's Republic of Korea, maybe we can get some from the Russian's if we kidnap some people? They won't actually attack us because we're useful to them geopolitically".

Russia is almost the sane choice, China would cut aid, the US and South Korea might shoot back, Russia cares about North Korea enough to not just stomp it but doesn't have as many other things it could cut as China does.

[up]In line with what? If more than anything North Korea makes a good case for why Japan should rearm and being a close US ally, being rearmed isn't something that would make Russia happy.

Russia gets the same things China gets from NK: Cheap labor and raw materials. Unlike China though, for historical reasons, it doesn't have nearly as much leverage.

North Korea ties up the US PACOM (PAcific COMmand) and keeps South Korea and Japan in line by making them nervous. Plus an actual shooting war would suck up so much resources and devastate the region, with Russia off to the side "neutral".

Even Evil Has Standards: there was a planeload of Russian nuclear scientists headed to North Korea back in 90-91. Seems they were out of a job and Greatest Korea was hiring. The Russian Interior Ministry or the Army put a stop to that - by having commandos board the plan on the tarmac. Then again that was when Russia was bankrupt, now Putin might let things slide.

North Korea helping Russia by pissing in the US's cornflakes. More specifically North Korea has helped cause the US's pivot to Asia, which is a pivot away from Russia and Russia interests in both Europe and the Middle East.
