The IWC likes him enough, but they're pretty divided as to whether or not John Morrison actually deserves a main event push. It's mostly because half of them see Morrison as a Spot Monkey while the other half doesn't.
There's also the debate about whether his relationship with Melina is damaging to his career.
And then, if that is the case, there's a debate about whether that's justified.
John showed that he was a pretty decent guy by catching his rival Ted DiBiase's golddigger of a girlfriend, Maryse, who isn't too nice herself, and setting her down, putting off revenge and winning the Money in the Bank Ladder match just to do the right thing? It's good to see a face do something nice beyond praising the audience or looking better than the other guy.
Apparently he apologized to Bret Hart for stealing his gimmick of handing out glasses at ringside.
He's never won a world title, and he's never headlined a PPV. Despite this, he's probably the third most over Face on RAW, after Cena and Orton.
And of course the fact that Morrison has had a cult following online since his ECW Championship reign.

Actually, he also headlined the previous Elimination Chamber PPV as well in the Smackdown Chamber, however, Morrison's never headlined a PPV in a singles match, so this still qualifies.
Supposedly justified/handwaved/whatever in that he's apparently can be a little cocky or get drawn into politics backstage. On the other hand, this may not be a bad thing since prominent wrestlers before him have ended up in similar situations and come out the other end even better.
Evil Is Sexy: As a heel. He even called himself The Shaman of Sexy.
Holy Shit Quotient: He is, more or less, the benchmark of HSQ in the PG Era. Probably why he's getting so popular.

The 1-31-11 episode of RAW featured a mini-Royal Rumble that saw Morrison avoid elimination in ways never seen before - including suspending himself off the ground by hooking the insteps of his feet around the bottom ring rope and hanging... without using his hands.
