  • Banned in China: Australia refused classification for the game thanks to a fake-out rape scene in the opening tutorial mission. As a result, the developers told Australian fans that Digital Piracy Is Okay if they're unable to buy a legal copy of the game.
  • Genius Bonus: Richard and his appearances to player characters before their impending demise could be a reference to the three roosters that crow to signify the beginning of Ragnarok in Norse mythology.

  • No Export for You: The game was refused classification in Australia due to an implied rape scene, thus making it illegal to sell there. The developers then turned around and told Australians to pirate their game.
  • Refitted for Sequel:
    • Wrong Number was originally intended to be an expansion pack for Hotline Miami, focusing around the fallout of Jacket's spree; exclusively focusing on the Pig Butcher and The Fans and was planned to include the level editor. Dennaton decided they had enough concepts and work to instead make it a complete sequel.
    • The Taser and 9mm were originally intended to be exclusive weapons for the Police that Jacket could use back in the first game, however they were ultimately shelved as usable weapons for Wrong Number. The Chainsaw and Sniper Rifle also were also considered before being shelved for Alex and Beard in this game.
    • In the first game, Jacket would have originally been able to flip the Shotgun. This ability was ultimately given to Manny Pardo.
    • Jasper Byrne's song "Voyager" is included in the Hotline Miami EP he released alongside the first game despite it not appearing in the game proper. It was eventually included as the BGM for "Down Under", the Fans' first level.
  • Torch the Franchise and Run: As Word of God states that this will be the final installment, the ending in which Miami is nuked, killing off just about every surviving playable character as well as Jacket, and kicking of a nuclear war that could very well wipe out the entire human race is certainly this.
  • What Could Have Been:
    • Corey could originally roll through windows, and use this to enter levels from more than one location. However, it wasn't used because playtesters never used it, and it simply "wasn't fun to use". Note that The Son's "meeting" with Corey still has her entering through windows.
    • An unused talking mask resembling Hoxton can be found in the game's files, in reference to the collaboration between Dennation and Overkill.
    • According to the art book, Manny Pardo and the Miami Mutilator were going to be separate characters, with the Mutilator only being seen through blink and you miss it cameos in levels.
    • Manny and Evan would have swapped playstyles, with Evan initially either being the Miami Mutilator or had some other Dark Secret.
    • Richter would’ve started levels with his silenced Uzi from Hotline Miami, not unlike how the Henchman starts No Mercy with a silenced pistol or Manny can start Homicide with a shotgun in his car trunk, and exactly how the Richter mask worked in the first game. This was cut mostly for making his levels too easy. Though it certainly explains why the beginning of First Blood and Demolition start with heavy resistance…
    • Considering that the cover of Moving Up seems to depict Alex and Ash, despite Tony being the Fan unlocked for the level (and choosing him leads to a Difficulty Spike on the third floor), with the dialogue at the end referring to the player as we, and that the cover of Execution depicts a tiger eye, it’s likely Tony and Alex & Ash’s unlock order was swapped in development for some unknown reason.
