“Every one of us has a beautiful, everlasting song inside our hearts. That keep our spirits up through the hardest and saddest of times. How dare you trample on the heart of someone with such a lovely song! I am Sailor Moon! In the Name of the Moon, I'll punish you!”
Usagi Tsukino

(DiC Episode: "Raye's Day In The Spotlight")

It's the Culture Festival at T.A. Academy for Girls and to Rei's delight, and stress, she's been given the honor of singing her own ballad during the festivities. Even Seijuro and Natsumi get caught up in one of the club's main events before they can launch their next attack.

Tropes in this episode include:

  • Badass in Distress: The Sailor Guardians minus Rei are captured by Siren's hair and drained of their energy.
  • Blatant Lies: Rei boasts to her friends that writing the songs was easy and the melody was perfect to obtain. The clips in her Failure Montage tell a different story.
  • Butt-Monkey: Yuuichirou promised Makoto and Minako that he'll watch over the shrine while the two of them and his master go to the festival to see Rei. His reaction shot implies that he isn't too keen on having to miss out on his princess' performance.
  • The Chains of Commanding: As the chairwoman of her school's community board, Rei is in charge of organizing the school festival and has to be on top of everyone's exhibitions and set pieces. And she has to cover all that while managing her own image song.
  • The Chessmaster: Rei casually reveals that she only became the chairwoman and school site manager so she can get her own slot in the festivities where she would sing her own songs to the world.
  • Culture Blind: Usagi declines being a temporary miko as she doesn't want to have to memorize sutras. Grandpa reminds her that mikos are Shintoists while Buddhists study sutras.
  • Dub Name Change: Mars' new attack Fire Soul Bird is "Mars Firebird Strike" in the DiC Dub.
  • Elemental Rivalry: Sailor Mars, the Guardian of fire, is pitted against Siren, a Cardian resembling a mermaid.
  • Even the Girls Want Her: Some of Rei's classmate openly admire her for her strong leadership and blush pink when the hothead scolds them for standing around.
  • Failure Montage: While Rei tells her friends about how easy songwriting was for her, the clips show her struggling to come up with decent lyrics while also having a moment of self-doubt.
  • Fashion Show: Seijuro and Natsumi become the leading models for the Fashion Club's alien themed event.
  • Good-Times Montage: The girls try out the different activities featured at the festival. Though it's also a mix with Failure Montage as some of the girls flunk out some of the games.
  • Image Song: Rei's last number is one of her official image songs known as "Eternal Melody". A similar song with different English lyrics than the original's translation and a different chorus, "Oh Starry Night", was used in the DiC dub.
  • It's All About Me: Ami and Usagi note that it seems like Rei is organizing the festival just as an excuse to show off her singing abilities. She gladly admits to that being exactly what she's doing, stating she wouldn't be putting so much time and energy into this if she wasn't getting something out of it. Everyone is relieved Rei is acting like her usual self.
  • Literal-Minded: When Rei openly states that she'd ask a cat of all people for help, Usagi shows up volunteering Luna and Artemis to do her bidding.
  • Mid-Season Upgrade: By combining her Paper Talisman along with Fire Soul, Mars can upgrade the latter to form Fire Soul Bird.
  • Not Helping Your Case: Grandpa Hino isn't keen on Makoto and Minako proclaiming that his amulets can help people power through heartbreak when they should prevent heartbreak to begin with.
  • Oh, Crap!: Seijuro and Natsumi react this way when the Fashion Club members mention that their theme is "outer space aliens" they were worried about being exposed.
  • Our Mermaids Are Different: The Undersea Cardian, Siren, resembles a blue mermaid only she flies, has Prehensile Hair, and steals energy.
  • The Phoenix: Sailor Mars' new attack can create a phoenix made of fire to attack the Cardian.
  • Rage Breaking Point: Sailor Mars reaches hers when Siren destroys her music sheets which she poured her heart and soul into.
  • School Idol: To Rei's merriment, she's secured her spot as the most valued student in her school and gets to perform for everyone.
  • School Festival: It's the Cultural Festival Day at Rei's school and her friends engage in fun activities before going to see her at her concert.
  • Singer-Songwriter: Rei personally wrote the lyrics and melody for the songs she'd perform at the festival.
  • We Want Our Jerk Back!: Ami and Usagi showed concern that Rei was taking on so many important jobs at the festival along with producing songs that would be featured. Rei assures them that everything she's doing is for her own benefit and that she'll be singing the songs herself.
