Frank: Chief, it's Saint Patrick's day: the one day in the year where you HAVE to drink.

During a Saint Patrick's Day parade, Frank and the player come across the body of Irish priest Angus O'Brian, strung by balloons and floating in the air with his spine missing.

Tropes:

  • Abhorrent Admirer: Shelly becomes this for Frank after you interrogate her for the first time.
    Frank: I'm warning you <Player's Name>, if you tell anyone back at the station that Shelly likes me, you will regret it.
  • Anarchy Is Chaos: This is the ultimate goal of Inner Chaos.
    Fredo: Mock me all you want: but I will liberate this city by restoring chaos on its streets!
  • Back for the Dead: Inverted. Shelly Dulard, who came back from a district-long absence, turns out to be the killer.
  • Badass Preacher: Angus was an Irish priest by the day, and an underground boxer by the night.
  • Blackmail: Angus had been blackmailing Mark into giving him steroids in exchange for not revealing the secrets he had confessed to him as a priest.
  • Bomb-Throwing Anarchists: We're finally properly introduced to Inner Chaos in this case with the debut of Fredo Mancini, the leader of the group.
  • Broken Pedestal: Villainous example with Fredo and Hannah, who used to be a member of Inner Chaos and an admirer of Fredo until she started to see how dangerous they were.
  • Call-Back: Shelly Dulard and Mark McKenzie reappear as suspects in this case.
  • Continuity Cameo: A drawing of Jones eating cookies appears in Ramirez' notebook.
  • Continuity Nod:
  • Cruel and Unusual Death: The victim was killed by being forced to ingest helium until his lungs exploded.
  • Dead Guy on Display: You find the victim's body exposed during a St. Patrick's Day parade.
  • Disappointed in You: Villainous example regarding Fredo with Hannah, who properly responds with a Shut Up, Hannibal!.
    Fredo: I found you, I taught you how to fight the pigs! And now you're one of them? Instead of hunting the corrupt government, you work for them... How does it feel to betray yourself?
    Hannah: It's true, you found me, and then you nearly led me to jail for some abstract dogma! Thanks, but I'm better off with <Player's Name>, at least they make things right without creating fights!
  • The Don: You meet Nikolai Kamarov in this case, who despite only acting as the leader of the Russian community of Inner City, is clear that he has very close ties to The Mafiya.
  • Embarrassing Old Photo: Shelly sent a "sexy" picture of her to Angus, which he used to humiliate her and crush her self-esteem to win the tournament against her. It's the reason why she killed him.
  • Fan Disservice: The player finds a picture of Shelly, who is fat and not at all pretty, in a sexy/seductive pose.
    Frank: Yikes, this can't be unseen!
  • Fighting Irish: Both O'Brians are Irish bare-knuckle fighters.
  • Foreign Cussword: Downplayed. Nikolai calls Angus a "dourak", which is Russian for fool.
  • Horror Doesn't Settle for Simple Tuesday: Mark notes how Inner City can't have a celebration for five minutes without a murder ruining it for everyone.
  • Irish Priest: The murder victim is the local priest of Inner City and a member of the Irish community residing in the district.
  • Is This a Joke?: When Frank recaps how the suspects are a Russian, an Anarchist, an Irishman, a surgeon, and a fighter, he says it sounds like the beginning of a bad joke.
  • Love Hurts: Shelly fell in love with Angus when they met each other in the ring, and Angus deceived her into making it appear he loved her too. However, it turned out to be part of Angus' plan so he could win against her in the tournament, which made her kill him.
  • Noodle Incident: Chief Marquez recalls how Frank locked himself up in the station's detention cell the last time he celebrated Saint Patrick's Day.
  • Pulled from Your Day Off: Frank and the player discover the body while attending a parade.
    Frank: Oh no, don't even think about it, <Player's Name>: this is Saint Patrick's and there will be zero investigations today!
  • Pyromaniac: Fredo tries to burn a church with a Molotov cocktail, though Frank manages to stop him.
  • Shout-Out:
  • Sibling Rivalry: Angus and his brother Colin were at odds with each other since Angus didn't lend him a place to sleep after Colin arrived in Inner City, then tricked him into losing a boxing tournament so he could hog all the prize money for himself.
  • There Are No Coincidences: Frank says a variant of this after you find out that the victim's spine has gone missing.
    Frank: You're right <Player's Name>, since we've been in Inner City, first a heart went missing, then some lungs... And now a spine?!
    Two can be passed off as being a coincidence, but three is too important to ignore...
  • Throwing the Fight: Nikolai paid Angus 50,000 dollars to lose the fighting tournament against Shelly since all the odds were against her and Nikolai would've made a fortune if Shelly won, but Angus ended up double-crossing him.
  • Title Drop: Nikolai Kamarov drops one, which doubles as a Pun for how the victim was found.
    Nikolai: You know, just because the Irish like to drink, they think us Russians are alike. But I find them... How do you say? Spineless.
  • Took a Level in Kindness: Shelly is more friendly and less rude towards you. Ironically, she ends up being the killer despite that.
  • Unseen No More: After only being hinted at in the previous three cases of Inner City, Fredo Mancini, leader of Inner Chaos, makes his debut here.
  • Why Did It Have to Be Snakes?: Frank confesses he is afraid of clowns in this case.
  • You Do Not Want To Know: Frank tells the player that his story about how he knows Nikolai Kamarov is one he'd rather not remember.
