Chief Marquez: Inner City is not just a touristic place. It has always been a beacon of hope for many immigrants throughout the world. Russians, Chinese, Indians, Arabs...

After being promoted to Inner City and learning about the arising feud between the Chinese and Russian communities, Chief Marquez sent Amy and the player to the main street of the district, where they found the body of immigrant Ling Zhang hanging from a street banner and with her heart missing.

Tropes:

  • Arranged Marriage: Tao Wei was supposed to marry Ling the following week, but didn't even get to meet her.
  • Cliffhanger: The case ends with Chief Marquez warning you about Inner Chaos, a Bomb-Throwing Anarchists group that has come back after many years of being inactive and is now out there again.
  • Continuity Nod: Aicha claims her parents came from Sultanistan.
  • Cool Old Lady: Yuan Wong, an old Chinese lady who keeps an herbal shop and gave Ling a place to stay even if she was an illegal immigrant.
Yuan: I couldn't leave her alone in this crazy neighborhood, this is why I gave her the job. As Chinese, we have got to watch each other's back.
  • Country Mouse: Yuan tells you Ling was just a country girl trying to adjust herself to the city. Sadly, it didn't last.
  • Drowning My Sorrows: Tao says this word-by-word with vodka after his fiance gets murdered.
  • Felony Misdemeanor: Amy tries to get Ivana arrested "for being hateful" after she demonstrates how much of a racist she is, though the player manages to talk her out of it. Fortunately, she later gets arrested for murder.
  • The Gambler: Russell concludes that the killer is this after you find a coin with the victim's blood on it, since they flipped said coin to decide whether they should kill Ling or not.
  • The Illegal: Ling was actually an illegal immigrant, which made Aicha Ben Malek, the stern immigration officer responsible for rejecting her visa, a suspect for her murder.
  • Mob War: Chief Marquez fears that the community feud will escalate into this, specially now that a Chinese girl has been murdered by a Russian politician and a Russian bar has been vandalized by the Chinese.
  • Politically Incorrect Villain: Ivana killed Ling because she found out she had married her brother, which she couldn't tolerate since she was a Chinese woman.
Ivana: Never in my life would I have tolerated my own blood to be mixed with Asian blood! This is why I had to set things right, before it was too late!
Ethnicities are mixing now, blood is becoming impure. Have you seen the crime rates? That's because of the race-mixing!
  • The Promised Land: Yuan tells the player that many immigrants come to Inner City with hopes of a better life, only to find out that their Promised Land is actually of cynical flavor with all the racist and xenophobic people around.
  • Pun: Roxie tells you her heart was really moved with Ling's body.
  • Secret Relationship: Ling and Piotr Golovanov had gotten secretly married against everyone's wishes, since they were Star-Crossed Lovers due to their Chinese and Russian backgrounds. When Ivana found about it, she killed Ling in retaliation.
  • Shout-Out:
    • In the Main Street scene, there is a picture of Grigoriy Rasputin.
    • In the Little China scene, there is a picture of Mao Zedong.
    • In the Herbal Shop scene, there is a picture of the Great Wall of China.

    • In the Gambling Table scene, there is a picture of Vladimir Lenin, a "credit card" with Master Card's logo, and a book of "Baba Yaga Tales" with the cover being a picture of the Evil Queen in disguise.
  • Sleazy Politician: Ivana Golovanov, a Russian politician who happily expresses how much she hates Chinese people and is willing to make them disappear. Unsurprisingly, she turns out to be the killer.
  • Star-Crossed Lovers: Ling and Piotr due to being from the feuding communities of Inner City. Didn't stop them from getting married, which unfortunately led to Ling's death.
