Gai Amatsu's Secretary
When Gai founded Thouser-Intellion after the aftermath of ZAIA Enterprise's destruction, he brought a HumaGear to serve as his secretary.
  • Brainwashed: Kuroto was able to hack into Rin's AI and made to serve him. She gets better, only to get possessed by the Ark again.
  • Robot Girl: Rin is this, like Is and Shesta.
  • Transformation of the Possessed: When the Ark possesses Rin, she has lines of red hair not unlike As.

    Smart Queen 

Smart Queen/Kamen Rider Delta (VIII)

Portrayed by: Yuria Haga (live), Yuichi Hachisuka (suit)

A mysterious woman affiliated with Smart Brain who resembles Faiz's ally Mari Sonoda.
  • Actor Allusion: Besides playing Mari, Yuria Haga also portrayed Mio Suzuki, the second Queen Fangire, in Kamen Rider Kiva.
  • The Dragon: To the Arch Orphnoch.
  • Foreshadowing: Her demise would pave way for a new Smart Lady take over her place as Smart Brain's mascot in the upcoming 20th anniversary movie for 555.
  • Identical Stranger: She looks like an older Mari Sonoda. Subverted, as is later revealed via Behind-the-Scenes material that she and Mari are indeed the same person. Possibly double subverted when Mari claims they aren't the same person and Smart Queen just copied her appearance. However the way things are cut, with the two of them never showing up at the same time and one of them always appearing just immediately after the other has left means she could very well be lying.
  • Mysterious Watcher: Is first seen watching Kuroto at the end of the special before informing someone via phone that she's managed to locate Kuroto.
  • Reduced to Dust: Due to being an Orphnoch, once she suffers a Curb-Stomp Battle by Genm, she immediately dies like this.
  • Suspiciously Similar Substitute: She appears to be a successor to Smart Lady, Smart Brain's original mascot.
  • The Unreveal: We never know what she looks like as an Orphnoch, as she gets Reduced to Dust after her defeat by Genm.
  • We Hardly Knew Ye: She could have lasted longer as Delta during her fight against Genm Musou if Kuroto didn't used his Time Master powers.

    Chuta Nezu/Kamen Rider Scissors 

Chuta Nezu/Kamen Rider Scissors

Portrayed by: Masanobu Sakata

A corrupt councilman who hired Takeshi Asakura do his dirty work. At some point, he came into possession of Kamen Rider Scissor's Advent Deck, and by using the Deck's powers, he uses Asakura's younger brother as leverage by doing a bank robbery. He would then betray the madman in hopes of trying to run for higher national office. But Asakura wasn't going to go down without a fight.
  • Cruel and Unusual Death: He gets stabbed multiple times on the throat in a more graphic way possible.
  • Death by Irony: He manipulates Asakura into doing his dirty work for him going as far as to use the latter's younger sibling as a bargaining chip and betrays him once he served his purpose just to further his career. Only to be killed by the same person he manipulated and betrayed in the end.
  • Dirty Coward: Is reduced to a sobbing mess while begging for his life once Asakura has him cornered.
  • Meaningful Name: His full name alludes to a rat, despite his Rider form supposedly being a crab. (Chuta comes from a rat's squeaking, while Nezu is shortened from the Japanese word for "rat" (Nezumi/ιΌ ). However in English, a "rat" is also a derogatory for liars and traitors, referring to his status as a corrupt politician and how he attempted to use Asakura as a fall guy to his attempted robbery.
  • Mirror Character:
    • To Masashi Sudo. Both are corrupt officials who abuse their Rider powers to commit crimes. Sudo uses his contract monster, Volcancer to devour anyone who exposes him. Nezu hires Takeshi Asakura into doing inside jobs for him, going far as to use his younger brother as a bargaining chip to force him to comply. Sudo is devoured by his own contract monster once his Advent Deck is destroyed, while Asakura personally kills Nezu before he could transform into Scissors.
    • To Jun Shibaura. Both of them have manipulated Takeshi Asakura into doing their dirty work, only to be betrayed (or the other way around in Nezu's case) and killed by the latter. Shibaura thought he could manipulate someone as dangerous as Asakura despite being one of the most dangerous participants in the Rider Fight, but Asakura outsmarts him because Shibaura's intelligence is overshadowed by his own arrogance. Nezu thought he can get away betraying Asakura in order to cover up his tracks, only for Asakura to track him down once push comes to shove.
  • Smug Snake: Nezu thought he could get away by selling out Asakura once the latter has no more use of him. Unfortunately for him, Asakura proves to be just as sneaky as he can be and immediately kills him before he could transform into Scissors.
  • The Unfought: Downplayed. When Asakura confronts Nezu, but the latter never transformed into Scissors despite having the Advent Deck. Not that the killer gives him a chance.

    Masamune Dan/Kamen Rider Cronus 

Masamune Dan/Kamen Rider Cronus

Portrayed by: Hiroyuki Takami (live), Yasunari Tsukagoshi (suit)

Father of Kuroto Dan, he interrupts the fight between Thouser and Genm.

  • Back from the Dead: Just like Kuroto, Masamune was able to revive himself using Gai as his host.
  • Even Evil Has Loved Ones: Despite all that both of them have done, at the end of their special Masamune reconciles with Kuroto and vows to defeat him with "love".
  • Mirror Character: Given that he is one of the two (the other being his own son, Kuroto) Bugster viruses that manifest from Gai Amatsu's Game Disease, Masamune embodies Gai's domineering and controlling behavior and it's not hard to see why. Masamune views human lives as expendable to further his company's reputation and viewing the Riders as expendable products. While Gai has an initial disregard for the free will of his own employees to the point of brainwashing them.
  • Pet the Dog:
    • Gives Kuroto a much-needed hug.
    • He and Kuroto are equally insane and narcissistic, but he purified Rin of his son's Bugster Virus when there were never really any necessities to do so.
  • Returning Big Bad: He's back again to be the villain of the Genms -The Presidents- two-parter.

    Mari Sonoda 

Mari Sonoda

An alumnus of Ryusei School who was given the Faiz Gear by her foster father. However, she is unable to transform for some reason, and she instead entrusted Takumi Inui to transform into Faiz. In the present day, Mari stumbles in the ensuing chaos involving Kuroto Dan, and Smart Queen, an Orphnoch whose appearance copied from her.

  • Good Samaritan: She is the only person other than Poppy to show genuine kindness to Kuroto and even gave him a heads up about Smart Queen being an Orphnoch that copied her appearance.

    Arch Orphnoch 

Portrayed by: Hiroshi Yanaka (voice), Hirotsugu Mori (suit)

The King of all Orphnochs and the new leader of Smart Brain.

  • Uniformity Exception: The Arch Orphnoch is referenced from both the Ark and Banno's viewpoints of their exposition regarding potential candidates for Project Outsiders, having mistaken him for a Kamen Rider, despite his humanoid, grasshopper-like features given that he's intentionally a homage to Kamen Rider #1.
  • You Don't Look Like You: Downplayed. The Arch Orphnoch's suit in Outsiders is an updated version of the original suit.

    Ren Akamichi/Kamen Rider Kenzan 

Ren Akamichi/Kamen Rider Kenzan

Portrayed by: Eiji Togashi (live), Satoshi Fujita (suit)

The Wind Swordsman who transforms into Kamen Rider Kenzan using the Sarutobi Ninjaden Wonder Ride Book. A year passed after Storious' defeat, Ren goes on a musha shugyo in order to sharpen his swordsmanship and reflecting on his shortcomings... That is running into a revived Desast leads to a fated reunion.

  • And Then What?: Ren is left at a loss after the events of Kamen Rider Saber, wondering what the point of gathering strength is in a more-peaceful world.
  • Anthropomorphic Personification: Ren's debate about what to do with himself manifests as an Evil Counterpart of him in his head; distinguished by its Guy Liner and darker clothes.
  • Properly Paranoid: Ren is suspicious when Horobi approaches him in #4 to recruit him to Zein's side. Sure enough, both the Humagear and its Arch-Enemy turn on him upon noticing his friendship with Desast.

    Tsumuri 

Tsumuri

Portrayed by: Kokoro Aoshima

Now living in the present day following Ace Ukiyo's ascension into godhood, Tsumuri gets drawn into the conflict between the Ark and Zein, of which the latter triumphed against the Ark and set its plan to turn Kamen Rider Chronicle into a humanity self-destruction game to cleanse humanity of malice. She stumbles into Kuroto Dan, who guides him to the power of creation to fight Zein.

    Is/Kamen Rider Zero-Two 

Is/Kamen Rider Zero-Two

Portrayed by: Noa Tsurushima

Aruto Hiden's Humagear secretary who transforms into Kamen Rider Zero-Two. She is approached by the Ark who warns her of Zein's Final Solution to eradicate malice.
