A corrupt councilman who hired [[PsychoForHire Takeshi Asakura]] do his dirty work. At some point, he came into possession of Kamen Rider Scissor's Advent Deck, and by using the Deck's powers, he uses Asakura's younger brother as leverage by doing a bank robbery. He would then betray the madman in hopes of trying to run for higher national office. But Asakura wasn't going to go down without a fight.

* CruelAndUnusualDeath: He gets stabbed multiple times on the throat in a more graphic way possible.
* DeathByIrony: He manipulates Asakura into doing his dirty work for him [[spoiler:going as far as to use the latter's younger sibling as a bargaining chip]] and betrays him once he served his purpose just to further his career. * MeaningfulName: His full name alludes to a rat, despite his Rider form supposedly being a crab. (Chuta comes from a rat's squeaking, while Nezu is shortened from the Japanese word for "rat" (Nezumi/ιΌ ). However in English, a "rat" is also a derogatory for liars and traitors, referring to his status as a corrupt politician and how he attempted to use Asakura as a fall guy to his attempted robbery.

** To Masashi Sudo. Both are corrupt officials who abuse their Rider powers to commit crimes. Sudo uses his contract monster, Volcancer to devour anyone who exposes him. Nezu hires Takeshi Asakura into doing inside jobs for him, going far as to use his younger brother as a bargaining chip to force him to comply. Sudo is devoured by his own contract monster once his Advent Deck is destroyed, while Asakura personally kills Nezu before he could transform into Scissors.
** To Jun Shibaura. Both of them have manipulated Takeshi Asakura into doing their dirty work, only to be betrayed [[spoiler:(or the other way around in Nezu's case)]] and killed by the latter. Shibaura thought he could manipulate someone as dangerous as Asakura despite being one of the most dangerous participants in the Rider Fight, but Asakura outsmarts him because Shibaura's intelligence is [[SmugSnake overshadowed by his own arrogance]]. Nezu thought he can get away betraying Asakura in order to cover up his tracks, only for Asakura to track him down once push comes to shove.
* SmugSnake: Nezu thought he could get away by selling out Asakura once the latter has no more use of him. Unfortunately for him, Asakura proves to be just as sneaky as he can be and immediately kills him before he could transform into Scissors.
* TheUnfought: Downplayed. When Asakura confronts Nezu, but the latter never transformed into Scissors despite having the Advent Deck. [[NoNonsenseNemesis Not that the killer gives him a chance]].
