Costigan goes through a ''lot'' of trouble trying to find out the mole due to his only liasons being his two superior officers, who are the only people who know he's even a cop to begin with. The biggest impediment the cops have in catching Costello isn't the mob, but rather [[spoiler: their own allies in the FBI, who have nabbed Costello as a stooge and are desperately keeping him alive to the point of going against the BPD.]] All in all, the situation's lack of communication between parties doesn't so much keep security as it does encourage paranoia and distrust.
