She would create an invulnerable shield based on a unicorn's weak protection. Fluttershy being Fluttershy, she didn't see anyone choosing to set an offensive spell effect in a framework. In her mind, "if the zebras and ponies weren't able to kill each other, the fighting would stop."

Mouse is also the source of the Pink Cloud.
