She could have, but she feared that if information of the assassination was known then it would have caused the conspirators and those backing them to go underground. In reality, she made a stupid mistake that cost a lot. And yes I know that some of this has problems as people have pointed it out to me, but this is the direction I was going with it.
I just realized something, couldn't Luna have warned Twilight, Celestia, her friends and Shining Armour in their dreams about the plan to assasinate her
