Yeah, they could. As you mentioned they were unique unexpected additions to the roster at the time of the original game's release. And while now they are Once Original, Now Common, that still stands for when the game was released. I added them for you.

Could Baby Mario and Metal Mario’s inclusion in Mario Golf 64 be qualified under unexpected character? Neither of the characters were as expected as they are now for spinoffs and Metal Mario wasn’t even thought of as more than a transformation at the time.
