I know it may seem sinister and evil to approve of the proposed solution. But if the situation were as bad as Swift makes it appear to be, it seems quite reasonable to decrease the population, provide food, and enable a new market (thus boosting the economy) in one swift move.
Of course alternate ideas should be pushed first, but it would make a logical last resort.
