I haven't seen the episode in a while, but wasn't the trial for Data's sapience a military tribunal and the records were sealed (or at least, potentially sealed)? Ironically, that would mean they'd have Shown Their Work, because no one would have had access to the results, or at least it could not be used as precedent.
