Team Fortress is a documentary game about the war in Cyprus. Think about it. A patch of desert (Teufort/Cyprus), two powers who both feel the land belongs to them (Redmond and Blutarch/Turkey and Greece), and a war that's still going on today. I know that it's stated in one of the comics that the game takes place in New Mexico, but i feel Valve only said that so it would give American audiences a bit of familiarity (if that makes any sense, I'm not great at explaining stuff sometimes)
