what i mean by that is charolett was the only person in the water when she got her mermaid powers. she got all 3 because it divides the powers evenly between the people there. 3 powers+1 person= 1 person with 3 powers. when rikki, emma, and cleo were there the powers were still split evenly. 3 powers+3 people= 3 people with one power each.
There is logic to the divison of powers.
