The problem is that Yamcha had a lot of screentime in Dragonball and Dragonball Z. This trope usually applies to characters that are one shots and/or barely have appearances in shows. Yamcha was a main character at one point, which is why he is not an example. It also comes off as complaining about the way writers portray a character.
That means he doesn't count in Dragon ball and Pre Trunks Saga Dragon Ball Z. It doesn't mean he doesn't count in the later installments.
Yamcha barely has appearances afterwards, even when fans want him to have a part, he still either only gets less then a minute cameos or flat out doesn't appear.
While I can see putting Gohan would be complaining, as he still gets plenty of screentime and inclusion in all story arcs, Yamcha is a genuine example because he does not get screentime period.

There are several other entries on They Wasted a Perfectly Good Character for adaptations such as Jango Fett.
I don't see why Yamcha should be removed. Not only does Oda, author of one Piece point it out, but Yamcha's combined screentime in both Super and GT makes up less then an hour.
