Carter shooting the villain: Anyone else think this was both horribly dangerous and unnecessary? And are there tropes that go with the kind of "gun safety" used here?

The dangerous part is, Harold was on the direct opposite side of the killer, so if Carter had missed, or if his body hadn't stopped the bullet, Harold would've gotten hit as well.

The unnecessary part is, if Carter had said "NYPD! Hands where I can see them!" or the like, she could have defused that situation without a death, or at least had to deal with a different kind of setup than one where she had to shoot at Harold. I don't see any reason she would actually shoot the guy in the back; there's no reason he would shoot Harold after it was clear there was someone else there to deal with who had a gun — was she worried about startling him into firing on accident?

The scene likely would've changed into the villain trying to bluff his way out ("I caught this criminal and, as I am an enforcer of the law, I am going to blahblahblah, don't listen to the criminal as he's clearly deranged"), which would have been amusing given that Carter actually knows Harold but can't let on that she knows him. And it wouldn't've given Carter's potential boyfriend a chance to shine, but then, that guy showing up on the opposite side of the room and being the second person to shoot straight at civilians was kinda weird anyway.
