Since Season 7 Cartoon Network has been counting the episodes the way they want not how the production team wants — so Frederator's episode guide is different from Cartoon Network's. So how do we organize them here?

Personally I think the best option is to keep to the order they're listed in at the moment (i.e. the order they were written in, not CN's order), and perhaps add a note explaining that CN packages the last few seasons differently and this is the way the seasons were written and intended to be presented as.
I believe that there should be individual recap pages for every episode of Adventure Time since each episode is chock full of tropes despite each episode's short longevity.

Heat Signature isn't episode 24 of Season 2. It's episode 26
