I'll be the first to admit to not entirely understanding how this trope pantheon storyline thing goes, so my following point may be flawed in some way. But.... For me the leadership structure of this faction seems a touch odd. Given the nature of their domains a 3 way alliance between Darkseid, Sauron and Big Brother as the top leadership would make more sense as they all seem to "embody" this faction far more directly than the rest of the characters in the Top Enforcers section combined (being the gods of 'Dystopia justifies the means' 'Evil overlords' and 'dystopia' respectively). Also these 3 characters are far more influential characters in fiction (in a meta sense) than the others.

In terms of characterisation this would make more sense too, why would Sauron abandon his lord (to whom he has been incredibly loyal for eternity) only to serve another "master"? It would make more sense for him to abandon Melkor in order to "rule" his own faction (perhaps he developed a taste for rule in his time as Dark Lord after Melkor's defeat). Likewise Big Brother as the embodiment of authoritarian will would not be content as a "enforcer" for Darkseid but would seek to rule and break the will of all. Also as a far more influential literary figure than Darkseid with a larger meta-legacy than Darkseid he would also be less inclined to serve him.

I would imagine more of a 3-way leadership agreement with the idea that once they have subjected the rest of the pantheon to their will they will share the spoils (while in truth intending to fight it out amongst themselves).

This would also work with their characterisation if you think of the agreement between Darkseid and Vandal Savage in Young Justice, or Sauron and Saruman in LOTR.
