I'm not entirely sure what to think about the song "Don't Stop Believing" — I personally think the encouraging lyrics are meant to be an uncharacteristically sincere bit of heart-to-heart and focusing on resilience within a flawed world, I don't think those bits are ironic and the whole thing is a dirge to pessimism.
