Nobody's mentioned Vulcans? They only breed every 7 years and live over 200, that sounds like a match to me.

On that Real Life example, with the gene that, if turned off, triples life span? I know the site doesn't require citations, but that's a nigh unbelievable claim without any. Anyone have a link?

It feels like Baccano! fits here. I'll leave someone better versed with the series to add it.

re: Elf Quest — Elves CAN reproduce without Recognition, it's just that they generally do not. Recognition, in their world, guarantees a genetically superior offspring, with most/all of both parents' positive traits (good looks, intelligence, physical strength, magic use, etc) and few, if any, negative ones. Note that, among the Wolfriders, Go-Backs, and similar "wilderness" tribes, things like the tendency to go into a berzerker rage while in battle would be considered positive traits, as they would help tribe members fight and survive against enemy attacks.
In keeping with the trope in general, however: the mortal elves like the Wolfriders can reproduce fairly often if they like (which may still mean only once in 20 years); the truly immortal elves may choose to never reproduce at all, and Recognition obeys these tendencies, as well.
