I had a massive Fridge moment with this. Simon's parents had been killed, which would make him at least a temporary ward of the state until relatives were located. This would have been marked on Simon's records, with someone to contact for adult decisions regarding medical care. Yet, someone is able to call in to the hospital, pose as the parent, talk to the clerk/nurse, and have the police guard pulled off the kid. Even if you take a view that the caller posed as the policeman's superior, that doesn't explain why they accepted the removal on only a phone call, from parents the records say the kid doesn't have.
There's also, if the police determine someone needs a guard, it's hard to see how the parents could get the guard pulled off without some kind of hearing. Although that probably requires further research.
