Because his list over at the Batman Rouges Gallery was freakisly long?
Wait, why does Two-Face have his own page? Isn't that just for characters that have transcended the series they were made in? Sure, he's popular, but it's not like he's a major villain of the DCU like Joker or has had his own comic series.
