Physical God - Possibly. He has more than enough power to stand up to the Spectre, to the point where the Spectre (unhosted, and thus more powerful than normal) says outright that he cannot kill the Stranger, and that the universe itself would not permit Stranger to die. However, the Stranger usually loses a direct confrontation. He is immortal, has a nigh-omnipotent mastery of magic, and fought Spectre again in Blackest Night - he was barely even fazed by Spectre's best efforts. He can move back and forth through time at will, ignores some of the most powerful binding spells that Madame Xanadu (and others) have attempted to use on him (he has pretended to be constrained by them, when in fact they were nothing more than a minor annoyance), can travel enormous distances via magic almost instantly, and various other things. With the only limitation being that he cannot interfere directly in a situation, but can only provide guidance.
He does "get involved" in a recent "The Brave and the Bold" story called 'Without Sin'; basically, there's an entity that destroys worlds and can possess Green Lanterns at will (and threatens to possess Superman). It pushes the Stranger's buttons to the point where he decides he can get involved. It's a curb stomp battle and the Stranger isn't even trying.
Going by memory, the DC Universe RPG listed his power level as "40", the same as Doctor Fate, to compare with Darkseid at "30", Dream of The Endless at "42", or The Spectre at "45".
