Not sure how exactly the trope Death by Adaptation applies to Chiyo and Kim. While they were based on the actual council members in canon, we just invented their names. So they were like canon characters and OCs at the same time.

Actually, we could say they were Named by the Adaptation. Since you are confirming they were based on actual council members from canon, we can saw that they are meant to represent those council members. It would not be the first time I created semi-original characters which involves naming characters who were nameless in canon.
