I'd agree. Main characters, police, Blaine's crew, and others should work.
Should we get rid of the Zombie/Human separation, maybe for Major/Recurring/Minor folders? Because I think uncertainty over where to put Lieutenant Suzuki is why he doesn't have an entry when he really should at this point. And it seems like it being revealed that someone's a zombie after their character has been established is something that's likely to come up again in the future.
