If I remember right (Never played the Mass Effect series, just got a few infos here and there), Shepard is interrogating a contract killer in order to know who is responsible for ordering him to kill someone (and has been pulling a Renegade interrupt), and Krogan area ProudWarrioRace and have been hit with a DepopulationBomb in the past (called the Genophage. It makes it nearly impossible for them to reproduce.). Rumors are that implanting themselves with testicles from other species mitigate the effects. Now, why would it matter to the assassin exactly how his balls would be disposed off after being cut is anyone\'s guess, but still, cutting someone\'s balls (presumably without anesthesia) is a very decent threat already.
