More than 10 wicks, now... I\\\'m not too sure. We should do a head count to tell how many entries that would remove.
On second thought, I\\\'d suggest using the same threshold as on PagesNeedingWicks. 12 of less (including the one wick from Administrivia/CompletedNamespaceMigrations), and we remove it (AND add it to PagesNeedingWicks if it isn\\\'t there already). More than 14, it stays.
