Edit: I have a more coherent argument: We have a \\\"tropes that apply to all chapters\\\" section for a reason. Some tropes can be considered unique to the chapters themselves, but the chapters \\\'\\\'are\\\'\\\' meant to be part of a greater whole. Things that carry over between chapters are part of that greater whole, and not specific to chapters -- skills, characters, levels, and the level \\\'\\\'cap\\\'\\\' fall under that criterion. That\\\'s why things like MagikarpPower belong in the general section, because even though the {{Magikarp Power}}s only exist in chapter 3 so far, they and their Magikarp Power-ness will carry over to subsequent chapters. Same thing with AbsurdlyHighLevelCap; will the cap still seem absurdly high in chapter 8, when we finally hit the end of the story? Probably not, but it\\\'s too early to tell right now.
