District 3: Maybe Yohan and Wiress but (unusually) the Distirct 3 victors don\'t stand out particularly much to me.
District 4: Maybe Ron, if only because of how memorable his HumanShield actions are.
District 5: Tough call because everyone is good (even Neon in a LoveToHate way). Isobel trying to poison Snow isa great moment but I\'m not rally sure if that alone propels her above the herd. Personally I might rate Wattzon a bit lower than the rest, but that\'s just me.
District 6: Like 5, it\'s hard to pick a favorite, between Chassis and the morphilings (Numi is good, but at least on a first read I didn\'t enjoy her chapter as much).
District 7: Like the last two Districts, everyone is so good (except Logger, although he\'s still interesting to read). One second I think Jack, then Fir, then Snag, then Pliny, then maybe even Blight.
District 8: Spool is probably the right call there. Woof started out feeling like this trope but the rape scene costs him points, whether it was his fault or not.
District 9: I\'d probably say Laurel or Teff, although the other victors might have more popularity with other fans.
District 10: Once again, I like everyone, Skinner is my favorite, Pasture and Lammy tied for second place, and Stallion only bringing up the rear because the other three are so fun.
District 11: Chaff, hands down.
District 12: Duke might be my favorite version of 12\'s first victor except MAYBE Lucy herself.

Tabbock is the flashiest, but his actions in the arena and what he does to Lyme probably knocks him out of consideration (although I do love the scene where he makes Teff his assistant and she ends up trying to strangle him).
