Like you, over the years I\\\'ve seen reactions to her that have been both positive and negative. Some were tired of the \\\"Disney twist villain\\\" trope she represented while others didn\\\'t have a problem with it. Some thought her motivations made sense while others thought it was kinda weak.

However, as I look at the four qualifications to be a base breaker, I don\\\'t think she really measures up.

1) I\\\'ve never felt the pro/con reactions came from \\\"at least two vocal factions of similar size.\\\" To me it was pockets here and there at best.

2) The reactions to her never seemed to be so extreme that there was \\\"little to no middle ground\\\".

3) I\\\'ve never found those reactions to \\\"Inspire a vicious conflict\\\"

4) I haven\\\'t been over to the reddit zootopia group for a while to see if it she has \\\"a sustained base of fans and haters.\\\" Is there a discussion forum where you\\\'ve seen particularly aggravated threads over her?

As the trope definition says \\\"Nearly every character ever written has fans and detractors, so fans disagreeing about whether a character is good or bad is not worth noting.\\\" This has been my experience regarding Bellwether.

BTW, Bellwether actually has a great moment of foreshadowing that most people overlook. It\\\'s a little subtle, but once you see it, you\\\'ll never miss it again.

Michael Giacchino wrote a theme for the Nighthowlers, you can hear it in the movie when Nick and Judy first sneak into Doug\\\'s subway car. It sounds like someone is just banging their hands on a piano. Giacchino intended it to represent the crazed state of mind of a mammal under the influence of the flower.

Now go back to the scene where Nick and Judy are talking to Bellwether in her \\\"office\\\". That same theme plays when Bellwether says \\\'\\\'\\\"I think Mayor Lionheart just wanted the sheep vote. But he did give me that nice mug. Feels good to be appreciated.\\\"\\\'\\\'

This clues you in that she\\\'s involved with the Nighthowlers and provides a glimpse into her motivations.
