No, he wasn\\\'t, because until now, Evil Ryu DIDN\\\'T EXIST. Even the times when Ryu was using the SnH, he was nothing like the character portrayed as Evil Ryu in the previous games. When Ryu uses the SnH, he mostly just curls up and groans in pain, as opposed to babbling about destroying everything like Evil Ryu(and, surprise, Kage) does.
