Well thing is, Kale was far more heavily advertised than Caulifla was. She was all over the trailers before it was even known Caulifla existed. I'm torn on if Caulifla's screen time excludes her or not, but for the most Kale send more hyped up by the show with her Broly forms constantly being at the centre of attention.

In terms of popularity however, Caulifla certainly had no shortage of detractors, but Kale is far more polarizing, which seems from the fact she's a walking Broly expy who was polarizing to begin with. Caulifla gained criticism later with the speed she reached the transformations, but was nowhere near as divided as Kale.
