Well, the thing here is when compared other classes (not counting the Extra classes), getting a good Saber is incredibly hard to get since most of the Sabers happen to be very high rarity. Most of them are either 4* and 5* (with 3% and 1% drop rate respectfully, which is PRETTY low by gacha standards). Caesar and Bedivere are considered SimpleYetAwesome since they serve a viable alternatives their respective 5* limited counterparts (Okita and Miyamoto Musashi respectfully) and Fergus is pretty decent. Saber Giles is only low rarity Saber that is flatout bad. And let's not forget about how bad Saber Lily's kit is. Most of the other Sabers are either limited Servants (such as Miyamoto Musashi and Okita) or Story locked (Gawain, Nero Claudius, Artoria Pendragon).

Now, let's compare that to the number of lower rarity Berserkers that you can get, Lu Bu Fengxian is basically budget Heracles, Kiyohime and Darius III are good AoE Berserkers for farming, and Asterios and Eric Bloodaxes have their own unique nichenesses on their own.

Keep in mind that you can also get 3* servants from the FP gacha, but it's pretty rare. That being said, due to how hard it is to get Saint Quartz, it's incredibly hard to get a good Saber in your team. In fact, when it comes to getting 3* servants, you are more likely to get a 3* Berserker than a 3* Saber.
