My personal opinion is that \"Evil\" 21 is the one who was doing all the well...\'\'evil\'\' stuff even before she splits from Good 21. Remember, during the scenes where we are linked to her, the Earthling Soul says there was \"someone else\" inside of 21 who was manipulating her hunger.
The story treats them as two separate personas even long before the split. The split just makes it more obvious.
Here\'s my question: if \"evil\" 21 wasn\'t inside her at the time, would 21 have done any of the bad things in the first two routes? The likely answer is no, so I think we can still attribute those acts to the evil half.
