1. The Trade Federation were about to surrender as soon as they found out about the Jedi, so Sidious had to tell them to kill them or the whole thing would have ended there. The idea that the Federation should have flat-out admitted their plans to the Jedi is ridiculous, since invading the planet is clearly illegal. The Jedi wouldn't just obediently leave after being told this, they would fight back like they ended up doing anyway, with the added bonus of being warned in advance about the Federation's intentions.
