For what it's worth, I think that if the prosecutors page needs to be split again, it should be main 6 + van Zeiks (since they're the advertised antagonists anyway per game). Manfred, bless his evil soul, is hardly ever challenged (1-4 and in AAI2) and the repercussions of his character is mostly in the backstory.
