In the past, when we've had groupings added to this page, the problem has been that not everyone fits neatly into the broad categories, minor characters tended to float to the top of the list and there's usually a big list of leftovers at the end categorized as

We had decided it just didn\'t add enough value to try and categorize this page.

Right now, the Cliffside wolves are a stretch to be included in the \"Zootopia Goverment\" category since they are part of Lionheart\'s clandestine operation and are considered mercenaries. Having Mr. Otterton as an associate of Mr. Big, kinda fits but grouping him alongside Kevin/Raymond doesn\'t seem appropriate plus it separates him from Mrs. Otterton. Grouping Finnick and Duke in with Doug seems a bit over simplified given their different levels of criminal activity.

Now that we have this yet again, should we try to categorize or just leave the page uncategorized? My vote is to leave it uncategorized as it just doesn\'t seem to add any real clarification to do so.
