Initial instinct is to say no, but would probably need a little more context to be sure.

Ok then, here it is
There is this a character called Carlo Luciano, and due to the nature of the person, I believe this person is named after mob kings Carlo Gambino and Lucky Luciano.
But since they both are real (though deceased) people and not mob movie figures, I wondered if Shoutout would really be appropriate.
If someone was named Nixon Robtes, would that really be a Shoutout?
I mean, Reality is not a Fictional TV Show...
Apparently Named After Someone Famous is a thing per skycat, so that would be more applicable.
The description doesn't say, but I would guess you'd have to be sure the character was named after the mob figures, and not just a coincidental name.

Which made me feel it was likely that he was named after two mob men.
Question:
if someone is named after a real famous figure, does that qualify as a shoutout?
