I second jormis, this sounds a heck of a lot like Tokyo Pig! (It was one of my favorites as a kid.)

Depends on what Dr Sanji Zant meant by Fox Kids (when Saban was involved with Fox Kids, Fox Kids aired in a number of countries all over the globe). I strongly doubt Aito Yuukino Pig Girl Tonde Buurin ever aired on it, but the dubbed version "Super Pig" may well have. I know it never aired on the U.S. Fox Kids (drat!), though the U.S. Fox Kids aired one single episode of another magical girl action series ("Sailor Moon"), and definitely aired "Tokyo Pig" for an extended time. Frankly a kid with a pig changing in crazy plots sounds much more like the latter.
Alright, this is going back to the days of Fox Kids. I only recall one episode, but I also remember there was a bunch of ads for it. There was a magic pig that a kid had, and the pig could change reality for dumb reasons. One of the characters that was in the episode was a girl with her sleeves drawn over her hands and possibly had stretchy arms? It was definitely anime, seemed to have a similar style to Mon Colle Knights and Flint the Time Detective.
