I don't think there's a policy but here's my advice.
If the canon characters have enough tropes that only apply to the fanwork, then they deserve their own character sheets. Then they should also list canon tropes applicable to the fanwork for those unfamiliar with their canon portrayal.

<(0_0<) <(0_0)> (>0_0)> KIRBY DANCEIf the fan work is a Continuation, Next Gen Fic, Pseudo Canonical Fic, etc., it's usually enough to say "all tropes from canon prior to X apply, for more information see such-and-such character page." If not, some duplication from the canon tropes list is probably a good idea.
Also, don't crosswick tropes that are an exact duplicate of the way they are in canon, as said tropes are (generally) created by the original work, not the fan work.
I've been seeing some inconsistent deals with Characters pages for fanworks, with it either being that they only cover original characters and link to the Characters page for the source material for the canon characters, or the fanwork's Characters page covers both canon and original characters. I'm assuming that it has something to do with nuances of the fanworks that I'm not entirely getting, but what's the go-to policy for this sort of thing?
If you're wondering why I'm asking, it's because I've been working on a page for one fanseries I really liked that focuses on the backstories of a few of the characters (using both canon and fanon because the source material is intentionally vague about most of the characters, so the characters are the same as their canon selves but have some extra elements), and I've noticed that a lot of the tropes I added to the main page belong on a Characters page. I don't know if it's worth creating a Characters page for the series, so I came here.
