I've encountered that before. What happens is if two or more notes share the same exact text, only the top note will open.
Try rewriting the other three notes to not be identical to the top note to fix this. Be sure each note has unique text.
Yasuko Kobayashi has at the bottom a list of animations that she worked on, with several having notes to indicate their source material. But the four that say "Based on an existing manga" do not work: click on any and only the topmost comes in and out. Does anyone know what is causing this?
