I don't get this part.

The villain might operate on some standards here.

Let's say the first set of victims the villain (an non-partisan but has an justifiable blood-thirst for right-wingers) kills are the unapologetic, politically spiteful Trump supporters that are beyond redemption and reasoning. But the other set he maims but leaves alive are the sensible Trump supporters, who will start thinking whether their vote for Trump was worth losing an arm and a leg.
