This is so vague; can you add more details? Which war or time period? Country? How are they struggling to survive? Are they all working on farms like in "Land Girls"? Do they resort to prostitution? There are literally thousands of films set on every inhabited continent across every time period of human history.

The British series Home Fires is the first thing that came to mind, but there must be dozens , if not 100s, of shows that fit your description.
It's a show about women struggling to survive after all the men leave for the war.
